Several things to try.
First, run the baud rate as high as you can. In this case that should be
19.200.` That cuts the latency and jitter in the serial transfer part
by a factor of 4.
Second, run gpsd and ntpd at nice -20. This helps somewhat on a CPU with
other work to do.
Third. do not run much else on the time server host. If the cpu is working
when a PPS comes in then it will be delayed.
Fourth, wait a few days. It takes days for ntpd to find the poper
loop constants for my chimer.

I am not in a pool. I just act as a client to some nearby high level
stratum 1s. Then have a bunch of machines, both my and others, use me as
a stratum 2.
I tried to be a client with some pools, but sometimes you get a good/close
server and cometimes not. I prefer to test the ntp hosts to know
what I am getting long term.
For an example of a bad time server, look at time.windows.com. It is
always 20 or 30 mS off from any other ntpd server.
