Hi folks

commit 73731674a3135ac38618a6789f1de727d7ac04c5 "In AIS, client-library
support for IMO289 FID=18." broke regress-aivdm:

$ scons regress-aivdm

I'm not familiar enough with the AIS generation stuff to help; but at
least I've isolated the commit...
