Have you tried to set DOCBOOKXSL_DIR and DOCBOOKXML_CURRENTDTD_DIR
variables manually?

export DOCBOOKXSL_DIR=/Programs/DocBook-XSL-Stylesheets/Current/
export DOCBOOKXML_CURRENTDTD_DIR=/Programs/DocBook-XML-DTD/Current
