Taking a look inside the glibc 2.4 package, there is a huge
lib/locale/locale-archive file (52M). The package at
http://www.rsync.gobolinux.org/013-packages/ does not contain this
file, and, taking a look back on our previous packages for glibc, none
of them contained this file.

Should we ship it or not?
