I applied version 2 but slightly modified:
https://gitlab.com/gnutls/gnutls/commit/af385d1552c0d5854db6db03c82e1e9b89e80b94

That version keeps --disable-doc working as it is now. To enable
manpages you'll need to use:
--disable-doc and --enable-manpages
