PostScript (the language) does not support UTF-8.
There is nothing gnuplot can do about that.
Work-arounds are possible, but rather painful.  
If you want to pursue this, you could start by reading the file
     .../gnuplot/term/PostScript/unicode_maps.README

It would be much easier to switch to 
another terminal type that natively supports utf-8.
If your copy of gnuplot was not built with support for cairo or tikz,
perhaps you can take that up with whoever builtit?
Of the terminals you list as available, svg would be the best best.
