Whether or not you can plot dashed lines depends on the terminal.
 
For example I often use the epslatex terminal. The Gnuplot commands
   set term epslatex color colortext
   set output "test_epslatex_output.tex"
followed by "\input{test_epsoutput}" from in an appropriate LaTeX script produces a \
PDF of the epslatex test picture. Most of the lines in this picture are dashed or \
dotted. For example the lines 0 through 9 are all different and 9 of these are dashed \
and/or dotted. Here is the test picture.

On the other hand the commands set term pdfcairo set output "test_pdfcairo.pdf" \
produces a PDF file with only line type 0 dotted. There are no dashed lines possible. \
