As far as commanding the program is concerned: absolutely.

But we're talking about a plotting program here, i.e. its major purpose 
is to create exactly the type of output that people with a visual 
handicap won't be able to make much use of.

So, to sum it up: the functionality is accessible just fine --- but 
still not really usable.
