I don't understand about character with hat? Do you mean like this
^O, etc? You can only use postscript enhanced terminal to make this
type of character.

Try,

set terminal postscript enhanced "Roman" 12
set output "example.ps"
set encoding iso_8859_1

set xlabel '{\324}'    # see ps_guide.ps in your gnuplot doc directory
plot sin(x)
