Well, no...  It's a patch for gnuplot 3.8, and as such cannot be applied to
3.7.  Someone could rewrite it for 3.7, of course.

If you want/need to write text at arbitrary angles with 3.7, all you can do
is specify rotated text and then edit the PostScript file to get whatever
angle you want.  (This is actually pretty easy to do.  When you edit the .ps
file, look for the text string you're printing.  A command or two before
that string, you'll see the text "90 rotate".  Just change the "90" to
whatever angle you want.)
