I just checked the source of pgp 2.3a, the last version before political
nonsense started adding deliberate incompatibilities. This version is under
the GPL, but I can't find any additional restrictions. The doc's don't say
it's not allowed to export it from the USA, only that one should not ask PRZ
for a copy.

BTW, what are the security issues that pgp 2 suffers and gnupg solves?
The only one I can think of is the usage of secure memory.
