Yes, and it is already implemented (I guess you are using Sawfish
window manager). You need an module named ugliness, search in SF
official site for modules. I am using it at this moment.

That could be implemented too, but IIRC it is not. I use a key combo
for each workspace (S-A-F1 .. F4). There is a function (part of
ugliness, IIRC) that allows you to know what workspace are you
entering, with names or numbers. Also running here.
