Sven, Thanks for the answer but it's no quite what I need. I need to 
change the setting for windows that applications open. For example, I 
have a Tcl/Tk application and whenever it opens a window, the background 
is red. There's a setting for that somewhere in the system; I found it

It's in the Appearance control panel. Select Customize and the Colours
tab.
