You either do a fat build, or a build for one CPU pipeline.

We haven't make the tuneup stuff work for fat builds since the most
performance critical apps should not use fat anyway.  Furthermore, it
would reqire some (perhaps error prone) logic to direct fat tuneup
results back to the proper gmp-mparam.h file.
