make tune currently miscompiles on my machine with a undefined error message
for set_strp.c

the following code fixes it in set_strp.c

notice how SET_STR_DC_THRESHOLD is now in upper like it should be...
the defined macro is to help gcc with a compile error..

the include of longlong.h also can help in some cases...

/* mpn_set_str_subquad -- mpn_set_str forced to the sub-quadratic case.
