Hello,

It appears that sr_ME locale still inherits country_isbn and (LC_TELEPHONE)
int_prefix codes from Serbian locale (formerly sr_CS, now sr_RS), while
Montenegro now uses separate values:

ISBN: 9940
int_prefix: +382

The attached patch updates these identifiers.
