Paul is correct -- you can compile glibc against any kernel headers version you 
like.  as long as the kernel is not older than the value passed to the configure 
flag --enable-kernel, you should be fine.  version skew in every direction is 
tested across many systems out there.

which isn't to say bugs don't happen, but trying to protect one distro from the 
issue everyone faces is extremely unlikely to be useful.
