It's problematic, since the makefile does not have dependency information,
so the rule runs everytime gimp-perl.pot~ is being generated.

No, it needs only be done during make all. (it should run during make all as
well).

An easy fix would be to remove the dependency to update-gmo during make
install, which however means that a user has to do "make all", which is
probably not acceptable.

Do we depend on gnu-make?
