Yes, and issue an error and fail the make if so, but don't try to add
the path to /etc/ld.so.conf.  That would be bad.

Debian "users" will install the package, which will most likely
relocate it to /usr/lib.  It will help developers of the upstream
source who are running Debian, tho :)
