Yes. This /is/ a configuration error. I had erroneous bug reports from this,
so it goes in.

You misunderstand the purpose of the recipient_header directive. It is
supposed to name the field in which the MTA on your POP3 mailhost records the \
envelope recipient address. The "To:" header field is optional and is inserted by \
the author of the message, and has nothing to do with where the message is delivered \
(really!).
As an example, this message doesn't even /contain/ a To: header field.
If you want getmail 2's behaviour, keep using v.2. v.3 is different, and
better.
