Thats the problem. You are locally opening the files with Mozilla/netscape - 
you are totally avoiding apache here (it might as well not be installed)!

You need to access them through normal HTTP connections, i.e. 
http://127.0.0.1/ should bring up a page about apache, and 
http://127.0.0.1/hello.php will bring up and process the page kept at 
/var/www/localhost/htdocs/hello.php
