And no, as of yet there is no way to stop emerge from trying to downgrade, but 
knowing when it wants to is allready an improvement upon not knowing it but 
it still having the behaviour. This way you can at least select manually the 
packages you want to upgrade. For the rest, wait until "sticky variables" are 
implemented as told with the bug in which I asked for not downgrading 
behaviour.

ps. I do see the point of downgrading, as sometimes broken versions get in the 
packages collection and a downgrade is warranted.
