GLEP14 should be deferred/rejected/withdrawn/replaced or considered moribund.

No one has proposed a replacement.

The intent of GLEP14 was to define the existence of `glsa-check` of which has
had many instantiations. It has recently been implemented solely in
sys-apps/portage and the sys-apps/gentoolkit instance removed.

As such, the GLEP seems obsolete at this point or may be considered
"implemented" given the above.
