Hi all,

I have added the second part of the Gentoo Handbook to the official handbook.
In other words, the part on "Working with Gentoo" is now official.

A couple of updates have been made in the first part to point to the second
part; translators shouldn't "do" these updates as long as they haven't
translated the second part.

BTW, the second part is not as essential as the part on "Installing Gentoo"!
