I saw many other changes on the main branch, and some revert patches for 
the 3.0.30 versions, so I figured it's somewhat risky for a new release, 
and just upstreamed the bits well-tested since December last year.

That said, I'm not deeply familiar with the Portage codebase, and 
committed this only after getting sam's ACK. So would some other portage 
devs give opinions re whether to just make a new release?
