It's worth noting that libjpeg-turbo is now an official reference
implementation. https://jpeg.org/items/20190204_press.html

Also of interest is the fact that libjpeg-turbo can be built to be
ABI-compatible with jpeg-7 and jpeg-8, though not the current jpeg-9. I
added a turbo-based media-libs/jpeg-compat for version 8 to
steam-overlay.
