I believe you missed his email address, @gentoo.org. =8^0

IOW, he's a dev, trying to actually set a profile setting for others.  
But his own testing says it's not working, thus the question (for which 
bkohler has provided an answer).

/That/ is why he's messing with the profile, instead of setting his 
chosen USE for that package in package.use. =:^)
