I'm probably misunderstanding this, but isn't this feature already present in
some ways? (such as esearch)

# emerge app-portage/esearch
# esync > new-ebuilds.log

In this case, esync runs `emerge --sync` then writes to standard output any
ebuild changes since the last time the user's Portage tree was synced, such as
new packages or packages with a higher version in Portage than what the user has
installed (i.e., things that need upgrading).
