These 2 updates won't affect anyone (they were there to begin with, now
they're simply bundled into use flag dependancies)

USE="debug" will now enable a debuggable perl (bug 60775) - note this is a
debuggable "perl" - not the same as using one of the perl modules for
debugging your scripts

USE="perlsuid" will now enable the ebuilding of suidperl again. This is at
your own caution, and you are warned of such. perlsuid is buggy as all get
out and not necessarily the most secure - but while some packages (and
people) still rely on its existence, it is built only by specific use flag
now. (last practice was to remove it completely before it was merged to your
system). Bug 64823.
