The part of the documentation which you elided was:

    For instance:

              wget -c ftp://sunsite.doc.ic.ac.uk/ls-lR.Z

i.e. the paragraph applied to the case when you started to download a
file name ls-lR.Z in the first place.  Does a bit of alpha-renaming
help with your problem?
