XkbLayout "mng" in the keyboard section of xorg.conf. To play around
without restarting X, use `setxkbmap -layout <layoutname>`. I do see a
Mongolian symbol file in my xorg-x11 (6.8.2) --
/usr/lib/X11/xkb/symbols/{pc/,}mng.
