well, no. However,

USE="apache2"  emerge subversion

does help. The key is that I want to add, not subtract, the apache2 use 
flag, so that subversion will get compiled against apache2.

In fact, I'm going to add apache2 to my use flags in:

/etc/make.conf

As that's what I'm using across the board.

Once I figured out how to find and read through an ebuild, yes, it did
