I think you can, but I haven't explored further, since I've always used
linear layout (with ctrl+left/Right to navigate)  so I haven't looked at
it.

Actually, http://bugzilla.gnome.org/   and file it as "Usability" bug.

This should have been documented, at some points it might be packages,
but in others it may well be the missing documentation in Gnome 2, and
that is a bug.

This is a known caveat and addressed partially in the Gnome 2 release
notes.
