    Make USES_COMDAT_LOCAL CIF_FINAL_NORMAL

    USES_COMDAT_LOCAL is incorrectly defined as CIF_FINAL_ERROR which makes
inliner
    to mis some inlines of functions in comdat section that was previously
split.
