Guarding the two seemingly slightly different cases with
  "$(GCC_INSTALL_NAME)" != "$(target_noncanonical)-gcc-$(version)"
and
  "$(GCC_INSTALL_NAME)" != "$(GCC_TARGET_INSTALL_NAME)"
would work, but this is clearly very much a mess.
