That file just has:

# APPLE LOCAL file dynamic-no-pic
# The -mdynamic-no-pic ensures that the compiler executable is built without
# position-independent-code -- the usual default on Darwin.

BOOT_CFLAGS=-g -O2 -mdynamic-no-pic

in it.  This just results in a faster compiler, otherwise, there should be no
real change.
