Hai,

You have to see where your systems telnet,ftp,rlogin and services 
binaries are located. Set that path in the netperm-table file.

In my Linux 2.0.12 these are located in /usr/sbin and start with the prefix
in. That is in.telnet,in.ftp and like. Unless you point to correct 
executables you will notice connection closed or service not available 
message being displayed.
