I just checked.  The nightly snapshot includes both tds.dox and
doc/reference.tgz.  

"make install" will place your FreeTDS documentation in
PREFIX/share/freetds.

It is also online: http://www.freetds.org/reference/html/.

Be advised that you're looking at a first draft, incomplete by any
measure.  I decided to document db-lib because I know it best.  There is
as yet no documentation for ct-lib or ODBC.  You'll have to use the
vendors' docs for those; see the FAQ for URLs.
