I've compiled it myself using cygwin.  I know there is some code checked 
in to build natively, but I'm not sure if it's still up to snuff or not.  
The best way would just be to try.

BTW, when doing native windows, the autoconf stuff won't be working so 
you'll need to roll your own (n)make file.
