  Which means you're looking at the wrong end of the RADIUS
conversation.

  Run the server in debugging mode.  You will see not only the
attributes it sends back to the client (which is exactly what radtest
sees), but you will see WHY it sends those attributes back.

  If you're not running in debugging mode, you will NEVER figure it
out.  The INSTALL, README, doc, FAQ, and daily messages on this list
should make that abundantly clear.
