Since you're using FreeBSD, its "easier" to use the ports collection..

cd /usr/ports/net/freeradius
make install

The only "client" included with FreeRADIUS is radtest (which is really for testing \
out attributes and such).  You need to put a NAS in between your client and \
FreeRADIUS server, like a modem pool or 802.11 access point (that speaks 802.1x), \
etc.
