  We've removed rlm_counter and rlm_ippool.    Those modules duplicate functionality already in rlm_sqlcounter and rlm_sql_ippool.

  If people want to use "local" counters or IP Pools, they can use sqlite.

  Maintaining duplicate sets of code is becoming a problem.
