I have already tried it.
this is my config:

realm cap{
        type = radius
        authhost = LOCAL
        accthost = 172.16.10.69:1813
        secret = tanliyan
        ldflag = round_robin
}

realm cap{
        type = radius
        authhost = LOCAL
        accthost = 172.16.10.87:1813
        secret = test
        ldflag = round_robin
}

this is debug message I got:
read_config_files:  reading realms
ERROR: Realm cap cannot be load balanced to LOCAL
