For a case like this, I would say a good start could be 20 gigabytes of RAM and 4 CPU's. It very much depends on what applications are being used, and how heavy the use is. For light use you could easily run this with half the resources, for example, but you would start running out of RAM quite quickly if many users were running applications at the same time. In my experience RAM is usually the bottleneck, not CPU.
