I just tested a bit further as well:

there are 4 combinations of DOS=HIGH, DEVICE=FDXMS.SYS

1. none of these (booting with F5): works.
2. DOS=HIGH, no FDXMS does not work.
3. DEVICE=FDXMS.SYS works.
4. DOS=HIGH, DEVICE=FDXMS.SYS works.

Did you use combination (2)?

If so, please try another one.

Combination 2. is a bit special, any other DOS _needs_ HIMEM.SYS/FDXMS.SYS
for DOS=HIGH. But FreeDOS does some A20 handling itself. A VDISK signature
is supposed to guard against problems, but apparently does not work for
CWSDPMI.
