 Well, I don't know exactly what is the path of X11 datafiles
on FreeBSD, it may be different than /usr/share/X11/

 However, considering that it is /usr/share/X11 -- you'll need the following
for deadkeys to work on C.UTF-8 locale:

File: /usr/share/X11/locale/locale.alias
Strings:

C.UTF-8                                 en_US.UTF-8
C.UTF-8:                                        en_US.UTF-8


File: /usr/share/X11/locale/locale.dir

Most probably, you don't have the entire
/usr/share/X11/locale/en_US.UTF-8
directory, and it should be installed from some locale package.
