My hypothesis is that several logical LEDs that are still
distinguished on the connection between computer and keyboard,
but are mapped to the same physical LED in the keyboard.  If this
is so, a cure might be to swap Num Lock and Scroll Lock
indicators in xkb/keycodes. For testing, with xset, you could
try to find an LED number that switches the LED, but not the KVM.
