"None" (i.e. no action - that area is obviously required by your autohiding 
panel anyway)

Showing the desktop on border hitting is a feature, no bug.
I would not place it on the lower edge myself, but who knows ;-)

Using it as "workaround" to fix a (broken autohiding?) panel (as a side effect 
while the actual functionality is completely unwnated) is certainly not any 
kind of solution.

If autohiding panels are broken, plasma needs to be fixed*. period.
(you also likely spent more time on these mails than a bugreport would have 
taken. just go to bugs.kde.org and describe the situation/conditions under 
that the panel fails to re-appear)
If that feature doesn't work for you and breaks your workflow to an annoying 
degree you'll have to omit it until it's then.

*Please notice that your current panel (plasma) shares about zipzeronada code 
with the former kicker, so it's possible but unlikely that you encounter the 
very same old problem (not talking about the symptom, but the issue behind) or 
your then used "fix" could work.
you could try calling
"qdbus org.kde.plasma-desktop /MainApplication 
org.kde.KApplication.reparseConfiguration" to re-read the configuration, no 
idea whether this will temporarily resolve your problem, though :-\
