You have to beg ATI developer relations for it. If you want 3D ask for
that too or they will just send you the 2D specs. It may take months to
beg a copy out of them.

You can learn 99% of what you need to know from the source for DRM,
XAA, fbdev drivers. I actually find the Linux source code a better
source for learning how everything works. I only rarely have to refer
to the ATI documentation.

On the positive side you'll get a copy sooner or later. Nvidia will
never send you one.
