This is only because windows don't have an order. If Ctrl-Tab switched 
tabs based on order used, it would be chaos.

However, the topology is nice:
- Alt-Tab: cycle window
- Ctrl-Tab: cycle tab in window
- Tab: cycle widget in tab in window.

Sometimes "right" is what everyone else does, especially if the goal is 
inter-desktop interoperability/consistency.
